Phyllis J. Garrison
Phyllis J. Garrison brings over four decades of legal experience, with a distinguished career spanning both private practice and in-house counsel roles, particularly in the area of health care law. She currently focuses primarily on appellate work.
Prior to joining Eimerman Law, Ms. Garrison served as Privacy Director at Eskenazi Health, retiring from that role in 2018. She previously held the position of Associate General Counsel for Community Hospital of Indiana, Inc., and has provided legal counsel to a wide range of health care organizations, serving both as outside and in-house counsel since 1984.
Ms. Garrison has extensive experience in numerous facets of health law, including HIPAA privacy and security compliance, fraud and health abuse, mental health law, Stark, anti-referral violations, federal patient dumping law violations, anti-trust, nursing liability, medical records documentation, patient confidentiality, and medical malpractice. She has also served as a lobbyist representing the Indiana Hospital Association and nonprofit nursing homes.
Before concentrating in health care law, Ms. Garrison was a trial attorney with a practice focused on insurance defense and personal injury litigation.
Ms. Garrison graduated magna cum laude from the Indiana University School of Law in Indianapolis, and holds a B.S. degree summa cum laude from Ball State University. She is a Fellow member of the International Association of Privacy Professionals and is a Six Sigma Black Belt. She is also an active member of the Indiana State Bar Association, the Indianapolis Bar Association, the American Health Lawyers Association, and has been recognized in Who’s Who in American Law.
